The National Livestock Breeding Office (NLBO), Lampatan, Pokhara invites electronic bids from eligible bidders for the procurement, supply and delivery of Liquid Nitrogen at time, place and quantity specified by NLBO under National Competitive Bidding procedures with following information.

The Supply and Delivery of Liquid Nitrogen are grouped in lots/Slices. Bidders shall have the option of submitting bids for one, any combination, or all of the lots/slices with the 2.5% bid security of proposed price for the slice or combination of slices. The evaluation and contracts award will be done on slice-by-slice basis that is of least cost to the Purchaser. The Bidder shall have his/her own LN2 Production Factory at specified place or shall submit the proof/assurance letter from third party having own factory to supply the LN2 at specified place and quantity.

Bidding Documents may be purchased electronically for e-submission from e-GP system https://bolpatra.gov.np/egp/ upon payment of a non-refundable fee on or before 16 August 2021 and submit their bid electronically. The bidder may submit the bid for single or more slices as mentioned in bid document. The evaluation and contracts award will be done on slice-by-slice basis that is of least cost to the Purchaser.

Bids must be submitted electronically on or before 12:00 Noon on 16 August 2021. Documents received after this deadline shall not be accepted.

Pre-bid meeting shall be held at NLBO at 12:00 PM on 25 July 2021.

Bids shall be opened in the presence of bidder’s representatives who choose to attend 2:00 PM on 16 August 2021 at the office of NLBO, Lampatan, Pokhara. Bids must be valid for a period of 90 days counting from the day of bid opening and must be accompanied by bid security as mentioned above which shall be valid for minimum 30 days beyond the bid validity period i.e., total of 120 days from the day of bid opening.

If the Bidder wishes to submit the Bid Security in the form of cash, the cash should be deposited in Deposit Account No.: 3020100102030000 of Treasury and Account Controller office, Kaski (Ko. Le. Ni. Ka. Kaski) at Rastriya Banijya Bank, Pokhara and submit the receipt of the deposited amount of cash along with the bid.

If the last date of purchasing, submission and opening falls on a government holiday then the next working day shall be considered the last day. In such a case the bid security validity shall be recognized with effect from the original bid submission deadline.

Matters not covered by this notice shall be in accordance with Public Procurement Act-2063, Public Procurement Regulations-2064 and their amendments. The Employer reserves the right to accept or reject, wholly or partly any or all the bids without assigning reason, whatsoever.
